In April 2003, New York Governor Pataki announced an aggressive plan for the revitalization of downtown Manhattan post-September 11, committing over $50 million from the Lower Manhattan Development Corporation for projects that would improve the transportation network, enhance the quality of life, boost tourism, and help small businesses. This plan helped expedite the creation of a new public high school to serve 500 students (grades 9-12) on three floors of an office building at 75 Broad Street.
